pigeon planner wont run

I have been using pigeon planner now for over a year, but now it appears to have gone down and I have lost all my data.
i just keep getting the following error message:

This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.

The program reinstalls but fails to run and I still get the same error message.

Don't panic, normally your data is safe and the installer won't touch it.

It seems like something is wrong on your computer, maybe an anti-virus which blocks something? You manual deleted some application files? You could try to download and run the portable version and see if that works.

Also, what operating system are you using?

I am using xp, I have tried to reinstall the programme many times but it still wont work, I have also tried to run the portable version but it still wont work.
